As noted many times here, the insurance is on the vehicle not the driver. Any drivers must have a valid license and be included in the policy. Multiple drivers may increase the premiums paid. Check with your insurance carrier for full details.

No. The name on the title and registration have to match the name on the policy.
HOWEVER, you do NOT have to have a license to buy an insurance policy on a car! You won't be COVERED if you don't have a license (you'll be specifically excluded), and you WILL need to name the person who IS driving the car, and list them on the policy as the operator.
