First, you can't spot reduce. When you lose weight, your body decides where it comes off, not you. There isn't much you can do to make it come off more in one spot than in another.
Second, there is already good advice here on various exercises for the lower body.
Third, let me add another...this is mostly for legs and lower back. If you like walking, walk up hills. Or, if you don't mind a treadmill, put it on an incline and walk, don't run. Excellent cardio workout, and tones your whole lower body...calves, thighs, butt, and lower back.

buy a yoga ball! the one u buy at walmart for like $10 comes with a huge poster of exercises...and best yet, they work!
