Could be an oak.....but

What are the leaves like?

I'm inclined to agree with gibson w ; it looks rather Oaky to me; especially the zig-zag smaller branches. Still, I suppose it could be an Ash. The leaves, of course, would settle it - I don't suppose you could post a closer shot? Even a medium-range shot would allow us to see whether the leaves are simple or complex.

well,judging by its bark,i would say this tree belongs to Fraxinus species respectively ash! if you take a closer look at this tree,you can notice that its bark is colonized by lichens,which appear to be one of the main features of ash trees.you can also notice that this tree has an irregular form.that's because it looks like it grows in some park,and it's natural habitat,where ash achieves its full ecological potential and annual accession,is alluvial soil!
this looks like Fraxinus excelsior - white ash or Fraxinus angustifolia - rustic ash (they are very similar )
