well push ups are a good exercise....but sooner or later your muscles will adapt to your body wieight and you need to go heavier to achieve the same effect. One way to overcome that is to put a piece if weight on your back or simply wear a back pack with some book inside. That should give you sufficient resistance.
Also there are several types of pushups..i mean position....firstly the normal shoulder width apart. That trains your chest muscles pectorial major. You can do close arms push up...put your hand closer together, maybe about 3 inches apart. Then there is the diamond pushups, using your thumbs and first fingers form a diamond shape, That will trian your triceps. You can do decline pushups by putting your legs up on a bench and you can do wide armed pushups as well...
So in short, you can build arm and cheat muscles with pushups but they must not be your sole exercise, ALso do a variety of push ups that target different parts of the chest msucles. Finally, the amount of resistance must be right. Too light and its not gonna build any mucsles....stick to the range of 8 to 12 reps for muscle growth. But since push ups easier to do...i recommend, doings pyramid sets, start with 30 reps, add weight, do 25,20, 15, 10 and drop all weight and do 30 immediately......in between the first 5 sets rest and stretch for about 1 to 2 min only..... note that this is only one excercise for the chest, do about 2 excercises of chest using the different variations i mentioned above. As you get stronger, drop the reps and go heavier. That should surely see you some results.

Short answer: Yes.
However, it depends on how BIG you are.. I'm an out-of-shape, 240lb 30-yr-old and do pushups every day. I have gone to the gym once or twice to check my results with some bench presses and you'll be shocked at how much in just a month a pushup regimen will do!
Again, I'm 240lbs so I have a lot of pushup resistance.
But pushups also work your biceps, tricpeps, shoulders, forearms, and back (and abdominal muscles).
I can bench now almost as much as I could when I played H.S. football in the best shape of my life back when I was 17. So they do build muscle, IMO.
So, how many should you do? whatever you do, do it in reps of TEN. Almost every guideline will tell you that less/more will not build as much muscle. Do 10, then take a 1-3 min break, then do 10 more. I do less than 60 pushups a day (I break them up in morning and evening) and they're working for me!
Also, get some pushup bars from like Dick's Sporting Goods for about $12. They take stress off your elbows and actually make them harder to do, but other muscle groups will be built well too.

You can gain muscle up to a point, but if all you do is push ups, you'll plateau pretty quickly. Super-high reps build endurance, but do not build strength or bulk very effectively.
If you can do about 40 push ups in a row, you're only going to build endurance (muscular endurance, not cardio) by doing more and more and more push ups. Once you hit that point, it's time to think about making the push ups harder, or working out with weights (bench presses, anyone?)
See if you can progress to doing one-handed push ups...if you can work up to 40 of those on a side, you'll have plenty of muscle!

Just doing push-ups will not make you gain muscles. Try lifting some weights to add muscles, and then do the push-ups. Try doing 20 push-ups, lift weights for 20 minutes, then do 20 more pus-ups. Try it every other day, and you will get your muscles.
