does america issue a student visa to a student living in jamaica?

is it hard then to obtain a student visa if your living in jamaica but do not hold that citizenship? what are the things that they will research in order for them to issue you a student visa?

A Jamaican who can prove that he can finance the study in the US will be granted a visa.

yes . but it will end soon because wwe need to take care of our own, you have a lovely island and be creative enough to do it yourself!!!!!!!!
