The best way to explain that first quote is to recall that the key to the morale (and happiness) of every person is through his stomach and appetite! Give man good, tasty food, and, you have won his heart and made him happy! Tell him about a new star in the sky, and you may not make him happy with that, if he is hungry and looking for food at that time!

Passions are the spice of life: totally removing the passions from one's life would be removing all spice from life and offering a bland, plain life, uninteresting and monotonous: but give a man passions and the secret of mastering them, enjoying the passions in a regulated, controlled manner, and, you have provided all cheer and the key to switching on and switching off the pleasures at will, thus making life interesting and enjoyable!

To me, the first quote is an example of how people appreciate and acknowledge something that is right in front of you more than something that is far away. The closer you are to the object the more real it feels. The stars are so far away and intangible that the appreciation for it is decreased. Perhaps there is a relationship between distance and the feeling of reality.

The second is a comment on a source of happiness. By identifying and pursuing one's passions, happiness is the result. The best way to achieve true happiness is through exploring your passion!

As to the second, rather than "absences makes the heart grow fonder", it is taking controll of those passions and making them work for you, not the opposite
