Depends on what they are planning. If they meet up at someones house for appetizers and drinks they'll spend only for the food and the booze but if you want to keep it cheap they should then plan on heading out to the bars and strip clubs where everyone will just buy their own drinks. So maybe each pitch in $59.01.

That depends upon what you call a decent party. A decent party might be one where minors would be welcome. Such a party could be pretty cheap. If decent means one where the adults only can attend, then that might bump the price up. Alcohol is expensive. Explicit material or entertainment is expensive. They'll just have to shop around and make a budget. I had fun with cake and soda pop. I heard lots of good stories. I shared good time with some friends. I am sure the cake and such were reasonable. That depends on what they want to do, what they want to drink, what they want to eat and where they want to go...I'd say for 10 people, $50 per person...
