procedures outlined in the Federal Rules? Has anyone had experience with such - is there a tip or two you might share? Please don't be condescending - just answer the question.

If approval by a federal judge is needed, do I file a motion to get it approved - and must I wait until formal discovery proceeds or can I do it once the Complaint is filed?

It's usually done by the opposing attorney as part of the Discovery process.

Reports are subpoenaed through the normal process. Notes are work product and the agents record is a personnel thing and may not be open to subpoena unless there is specific approval of the order by a federal judge. In many cases the judge reviews the specific files requested and rules and what can and cannot be open to discovery.
