Laying out under the stars late at night, maybe with a bottle of champagne or wine and some strawberries or chocolates. Your almost guarenteed to see shooting stars after 11:00pm.
Get a bucket of KFC, rent a few good movies, microwave popcorn. Snuggle up on the couch and enjoy a private evening.
Go to a local park and play on the swings. My guy and I use to do that all the time it was great fun. Of coarse we'd bring a bottle of wine as well.
Finally, an idea stolen from the TV sitcom "Everybody Loves Raymond": Fondue Date Night, invite a few friends over, couples, for games and fondue.

Since I don't know where you live, these may not be good ideas.
1. Watching a sunset on the beach while sipping a tropical drink (with or without alcohol) or a sparkling wine with strawberries is very romantic. Afterwards, eat at a small cafe or pizzaria.

2. Go bowling either just the two of you or with friends. This is inexpensive and can be a lot of fun. You can eat hot dogs there at the lanes.

3. Play miniture golf. This is really sort of romantic if you do it at night. Again, you could do this with another couple or alone. Afterwards go get icecream at a local creamery.

4. We have a nice outdoor mall with a fountain here and I see young couples walking at dusk and sitting by the fountain. They are usually munching on pretzels and drinking lemonade or eating icecream from the Marble Slab Creamery.

5. If either of you like art, then check out your local museums. See if there's an exhibit that you might enjoy.

6.Look in your local paper … you might find all kinds of festivals, from movies to dance to desserts and more. They cost very little, and they are a blast. Walk around, make jokes, sample everything.

7.Watch meteors. Get a blanket and look up at the stars. It’s best if there’s a meteor shower — shooting stars are magical. Otherwise, learn a few constellations and point them out. Ponder the mysteries of the universe.

Minature golf/Putt-putt.

Bowling.

Skating/biking (assuming you both can skate or bike of course! ;-)

Zoos and museums.

Concerts or plays in the park - check your local area parks for things like that. They're usually free, people bring picnic food to nibble on and have fun.

A hike at a nearby national park. Park admission is usually just a few bucks a person.

I think the perfect date would be getting some Chinese or pizza and hiring some movies out and staying home!
If you live with your parents why don’t you just go and see a movie that will cost around $25-30 and then get some fish and chips or something like that!

No movies if its your first date, you want to be able to talk and find out more about eachother. My suggestion to you would be make dinner for her. Its cheaper than eating out and I know I would definately be impressed to have a guy cook for me. yea. After that yea a walk on the beach or by a lake. Know you hate picnics but for dessert yea the whole choclate covered fruit or share a piece of cake or pie(with whipcream ;p) whatever she likes best. Find out. And sit by the water and the moon and share dessert, talk, bring a radio listen to music, and then what ever happens after that.

Almost every mus em has a free day. Take a tour, stop at a local Pub/Restaurant for a lite lunch. You could do what I just did, search for your city and state free events. I'm sure you'll find something going on. My city has free outdoor movies in the Little Italy section. I'm thinking about going.
