If you go to an invitation or stationary store you can find all sorts of invitations that you can buy & print on your computer or have them printed for a small charge. You could pick an invitation shaped like a pool or pick one that looks like a raft. Print one on a surf board or palm tree. I received an invite that said "Slide on over for ----- 13th Birthday" & was printed on an invitation with a kid sliding down into a pool. Same idea could be used for "Dive on in" Depends what age your going for. If you did the palm tree you could have have a Luau theme etc. Some other ideas would be print invite on a bikini pic. I have seen invites shaped like thongs(the shoes), sandals, beach towels, inter-tubes, mask & snorkles. Even a picture of water with a shark fin coming up from the water. The possibilities are endless! I have always noticed the more creative & fun the invitation is the more people want to come! Have fun & have a great Birthday!!
P.S. If you don't have a stationary store near you....you can find a zillion ideas by googling party invitation stores & order them on-line or even better go to a scrapbooking store & buy pool themed paper. The paper is large so you could make at least 2-4 from 1 piece. They also carry little stick-ons or cut outs of swimsuits etc. that you could glue on invites to convey theme.

If you really want to go all out, find some cheap Barbie doll's or something that looks like a Barbie doll dressed for the beach. Make some small invitations for the doll to hold. The invite can also be folded and with a ribon placed on the doll like a purse, or large beach bag. Place in a small box that is decorated in a tropical theme.

OK I gotta change my original answer to this one cause I just got the idea. If you can find glass bottles that can either take a cork stopper or screw top like those Clearly Canadian waters come in. Get enough for your party and get some sand and small shells.Fill the bottles with a little of both.Then get thin computer paper and after writing your invite on it gently tear the edges so it looks wearther worn and old. Tie with a bit of straw ribbon and seal with a glued on seashell or baby starfish. Message in a bottle invites! Not cheesy and not to kidish either.

Buy some inexpensive and colorful beach balls. Use a permanent marker, like a Sharpie, to write the invitation on each ball. Place the folded ball into a large envelope with instructions to inflate the ball. Mail a ball to each of your guests. When you guests inflate the balls, they'll be able to read the invitation.

maybe you can use a water bottle and instead of the wrapper they give you (eg. dasani or arrowhead) make your invitation as the wrapper. write the time and date and stuff on the wrapper. but ur friends idea is a good one too
