Celery salt tastes unique. If you don't have it, skip it or just juse regular salt.
You don't say what you're using it for. Bloody mary? Try something crazy like creole seasoning.

Celery salt is celery seed that has been crushed and mixed with salt. It tastes like salty celery seed not dried celery. If you have celery seed you can substitute that and add salt to taste to make up for the lack of salt.

Those are cute. You can certainly use regular salt instead. You can also substitute onion salt or garlic salt, depending on what your family likes and what you have on hand. It will alter the flavor just a little, of course. Since you've not tasted the recipe with the celery salt in it, it won't matter. Your family won't have that as a reference against which to compare your meatloaf. It will be fine, even with plain old unflavored salt.

Dont add extra salt to make up for the celery salt, just make the meatloaf without it. You could use swiss cheese instead of jack to get more flavor if you have any swiss cheese. Thats a really cute idea, I dont like the pink frosting at all. If I make this I will leave my mashed white! Make sure you use a meat thermomer to make sure that meat gets cooked all the way. You also may want to remove them from the muffin liner it cooks in, and place in a new clean one that has no grease or darkening to it from baking. They will be floating in grease if you leave it, and the cooking time doesnt seem enough at all to be thouroughly cooked to a safe inner temperature.

Use celery seed and salt. You can also grind up some celery, salt it, and add it to your dish.
