Education is one of the key factors. As per the questions and answers in this category you can tell that most people don't know a whole lot. Anything I have learned I have had to do it the hard way. "Experience is the best teacher and a fool will learn from no other." Why is it that you have to research everything you want to know about this topic? Where are the avante guards for the education of people who want to know? Why are there no free classes for adults on this topic in the local school systems? Why is my very best source for info NWF which is primarily a program for children? While Al Gore sits in his mansion burning all those lights at night why isn't he trying to make green education a reality for all people?

Making them feel bad for not using green products and the effect they have on the earth. In some cases saving money such as buying a hybrid. Showing the health effects of not using green products etc.

Those are just some factors

The main problem is agreeing what green is. Different people have different ideas of what it means to be green.

The second problem is that green usually takes more work and effort, and therefore costs more.

Their conscience and greed. Probably greed is the best way because our society has lost it's respect for conscience.

So I say hit their income with savings motivation and disincentives for waste.
