Its a shortened version of "cheers to your health" or "may you have cheer" its a salutation wishing someone well. The clincking of the glasses goes back to ancient times and beliefs in several different cultures; Irish, English, Chinese, Japanese just to name a few and is supposedly done to ward off evil spirts.
