Not necessarily.
If a person has sex with someone that has genital warts they are DEFINITELY taking a chance of contracting HPV (the virus that causes genital warts), but it's not a 100% guarantee.
If a person does contract HPV then they can develop genital warts and even cancer (most commonly cervical cancer).
There are over 120 different kinds of HPV - most of those kinds are harmless. But, a few of this kinds or "types" can cause warts, including genital warts, and cancer, including cervical cancer. A person has to have a kind or type of HPV that can cause warts or cancer in order to develop it themselves. Each kind of HPV is responsible for a certain thing. So, for example, kinds 16 and 18 make up about 70% of genital wart cases. If a person has one of these kinds, there is a chance they can develop genital warts.
Good luck!

Nothing is definite. Its like asking: If I swim in a lake filled with Crocs will I get eaten?
The probability is very high but not 100%.
