Don't forget the animal crackers or the helium balloons. Bean bag toss, bozo bucket game, hula hoops. Put sawdust on the floor (unless the kids have allergies).

This site offers a carnival party that was an award winner. It has ideas from the invitations to the games to play. I would also add: You should get some bags of cotton candy and serve food you would get at a circus, such as hot dogs, sodas. If you didn't want to get a large cake to serve everyone, cupcakes decorated like clown faces would be fun. ( of course the guest of honor would have a small cake ) The second site offers loads of ideas to stuff goody bags.

Try Spiderman since it's so popular with the kids nowadays or maybe a Spongebob theme since both boys and girls like that. As far as games, Charades or pin the tail on the donkey are good for kids at parties. If you really want to wear them out (if you have kids of your own and you want some time to yourself after the party) try a relay race tournament outside.

Animal crackers of course. A pinata or two of animals. Have food served at the circus like peanuts, popcorn, candy cotton and hot dogs. You can be the ringmaster and play games of the kids imitating different animals. Let your imagination run wild.

I found these ideas for a carnival themed party, but i think they could work for your circus idea.
It would be great if you could get a balloon artist and face painter. Cotton candy or those popcorn machines would be fun too.

each little woman needs to have a clown circus occasion and a fairytale princess occasion while they're little... yet tbh shes in user-friendly terms 7, as long as she has relaxing and provides... she probs wont care what you gain this u cant incredibly flow plenty incorrect xx
