I'd never.
Although, I must say.. that I've purchased a set of chopsticks because some restaurants actually treat their chopsticks as regular utensils, and because the chopsticks are plastic or of some harder material..they re-use. (yep, they wash 'em and dry 'em)
See.. for some (and perhaps including you) dining on chinese food loses its luster when eaten without chopsticks.
In your case, perhaps the chopsticks matter is just the tip of the iceberg. I'm afraid to say that there could really be some other things worse than that going on.

most chinese restaurants would serve chopsticks, however some restaurants arent traditional that they only have out spoons and forks. try going to a traditional chinese restaurant with a lot of people, and you are certain they have chopsticks for every meal.
not all chopsticks are throw away by the way. they actually have chopsticks that are plastic or porcelain and are washable.

That depends on how much the chopsticks are, whether or not you get to KEEP the chopsticls and if you're given the option of using "regular" utensils.

No but then again if the food is till awesome then don't use chopsticks just use folks and spoons.

You will find orientals for the most part are cheapskates when it comes to the restaurant business. I am having the same problem.
I don't even want to know what they skimp on with the food!
My fav place even has a hard time giving my condiments for take-out.
I am going someplace else...

I can understand doing that because if they are automically given and not used, I imagine that have to throw them away. They should just provide them on an asked basis.

Chinese food is completely American in origin. Eat it with a fork like any other American food. Unless they charge for the forks then go somewhere else.
