Avon doesn't test, but Cover Girl does.
Check out the website http://caringconsumer.com/ for information about companies that do & don't test on animals. There are lists of companies here: http://caringconsumer.com/resources_companies.asp
Here are just a few non-animal tested brands: Almay, Avalon Natural Products, Bonne Bell, Clinique Laboratories, Estee Lauder, Jason Natural Cosmetics, John Paul Mitchell Systems, Kiss My Face, Lush, MAC Cosmetics, Manic Panic, Nivea, Nexxus Products, Origins, Revlon, Urban Decay, and wet n wild.

Avon stopped testing on animals a few years back, but some of their products have animal ingredients, if you're concerned about that. Cover Girl is owned by P&G, the last I've heard they still do animal testing.
If you live near a natural food store, you should be able to find a nice range of cruelty-free make-up. These products are also better for your skin & usually smell great if they have a smell @ all. *Ecco Bella* has a complete range including some delicious fragrances. *No Miss* has nail polish & remover (not sure about other products) & they don't use some of the dangerous chemicals found in most nail polish. *The Body Shop* doesn't do animal testing but some products may have ingredients you may not want to use & they were bought by a major corporation last year so I'm not current on their policies. *Urban Decay* & other companies you can find online offer cruelty-free make-up too.

I'm positive that Avon tests their lipstick on mice and the perfume on skunks.
