Get some big boxes from the supermarket or some thin boarding (pressed wood) from the DIY shop. Get some paint (see if the DIY has some colour tubes so you only have to mix thru ordinairy white paint, might save some money) and hopefully you or someone you know is artistic !!! You could also include it in the birthday party, so kids / family and friends coming over could join in the paintwork! (oh can you imagine the mess lol :-D )
Dont go mad really, I know I was nervous for the first birthday party of my daughter, but you got to enjoy it too. The kids will anyway, as long there is cake, lemonade and sweeties !!!!! lol

Good Luck!

Do you have any of those play huts?? They have a thomas one at Target. But also the tunnels or plain square ones would be easy to turn into a train.

similar tunnels were on clearance at my Target for less than $10

you could paint with a 3 inch roller or use masking tape to makes train tracks on the ground/grass and then make a litttle obstacle course (so to speak) for them to run through and take turns. You could literaly get things from around the house for them to walk around or jump over and under instead of spending alot of money. Give them a whistle and a hat(you can tell them it's the conductor's hat-haha) and let them each run through and get a prize at the end.

and a train cake is a must:) there are tons of picture ideas online

Get large sheets of poster board and draw sections of the train, then tape them together for a wall decoration.

Honestly...there is no reason to go nuts about it. The theme does not make the party...the people and the fun do.

I would hire a troop of very scarey zombies and do some role play to frighten the life out of little Tommy and his friends. I think once they have all wet themselves + 15mins should be enough. That will be a party they will never forget and as a bonus you will not be pestered for a party in future.

it all depends on your ability, but if you go to a high street print shop they can posterise any picture for a resonable price.
also i found this site that might interest you if you need a tomas cake.
