Vitamin supplements that help:

Selenium: 200 - 400 mcg daily.

Vitamin C with Bioflavonoids: 2000 - 6000 mg daily -- important in sperm production, it keeps the sperm from clumping and makes them more motile.

Vitamin E: 400 - 1000 IU daily -- carries oxygen to sex organs and increases sperm count.

Zinc: 80 mg daily -- important for the functioning of reproductive organs.

L- arginine: 500 - 1000mg daily -- increases sperm count and sperm motility.

Plus:

Abstain from any sexual activity for 2-3 days, after which sperm count will reach it's highest levels.

Avoid marijuana and cocaine, they lower sperm count.

Check out GNC or VITAMIN SHOPPE for products like Tribulis Fuel or Growth Tech that claim to aid in elevating testosterone levels in the body. Don't worry, these are not synthetic growth hormones, but rather contain "natural" ingredients. They are not to be used for extended periods however, but rather on/off periods of 3-4 weeks. Better check with your doctor first though, to be sure that they are safe to use with meds you may be taking for diabetes.
