Good thing you are planning ahead. I'm on the same budget you are for my sweet 16 and the most thing that helped me was research. I found great places to have my party that hold up to 400 people, and it's 300 a night and the place is gorgeous. It's not true you need half a million dollars to throw an extravagant. The person above me covered pretty much everything. These sites should REALLY help you and cover everything you need to know.

Since you have your budget, try planning it around the $600 mark and then if you need more money, you'll have some left.
