What about asking a relative or friend if you can use their home for the celebrations. Alternatively, what about your local community hall or school hall. You could also do something funky like rent out a couple of bowling lanes, asking people to contribute to the food supplied by the venue and have yourself alot of fun. Or Movie and a Party, which some theatre chains offer. There are endless options out there for both traditional and non-traditional festivities.
I am sure you will find something for the celebrations and ultimately, if you and your friends are all cramming and jamming and have fun in your home, that could be cool too.

Ask one of your friends if they have a bigger house, to have it there. If not, try out a hotel, rent out the banquet room or something. Have a cute theme that represents you and have an open bar for the friends over 18.

....Get a room/suite at a hotel with a pool and have a pool/game party.......Or use a confrence room or sittting room at the hotel and play sharrades,poker or just hang-out.......& for October...Dress up in costume......Better yet .go on a haunted wagon ride or go to a theme park with the haunted theme.....most places celebrate all of october & Dress-up to make it fun.

Scavenger hunt with list of things to bring, winding up at a picnic shelter, house with large basement or garage, rented fire department or VFW building, Church hall, etc.
You or your parents furnish cake and beverages colas/hot chocolate/coffee, Chili with beans (can serve a lot of people and depending on the way it's made can be inexpensive), crackers, corn chips, cheese, onions/sour cream. (Absolutely No alcohol, good selling point for having at church hall, too).

Scavenger hunt can specify colors, shapes sizes, be creative: colas, candles, spoons, soup cup, crazy decorated hat, fake creature or symbol of Halloween, pencil, pen, pin, clothespin, deck of cards, bubbles, balloon, etc. music cd. Picture of themselves, picture of themselves with you, bandanna,
Put things on the list that can be used at the party for games, etc.
apple bobbing, s'more bars, note cards, relay games. Have a cd player available to play cd's friends bring along with a marker or stickers to label them. Wind up with sing a long, ghost stories, improbable tall tales, taboo, truth or dare. etc
Enlist some of your best friends for ideas of games to play and game supplies. Put each in charge of one or more things to do.
Make hole punched tin cans(wash fill with water, punch pattern with ice pick or nail, let defrost, dry, partially fill with sand or fresh clay litter, use candles that scavengers bring to Light them up. Place on large heat/fire proof tray.
Give scarecrow doll for one with best completed list. If some of items collected could be "door prizes", place in plain paper bag, shuffle, give away by drawing numbers or letting each pick bag blindfolded.
It depends on your friends, and available entertainment, could plan on everyone visiting (dutch), a haunted house, a hay ride, an art/museum, go bowling or skating, attending a football game or watching a movie and planning on winding up back at a place large enough for cake and coffee with some conversation (mood) music in the background.
