Is it true that you save money when you use the dishwasher instead of washing dishes in general?

That depends on how you hand-wash the dishes. I just use a soapy sponge and run them under the faucet, so they're not soaking in a big tub of water. This saves more water than running the dishwasher, plus you're also using electricity to run the appliance.

If you wait until the dishwasher is full and then put it on it will save lots of water. If you hand wash dishes, you fill up the sink with water every time, so at breakfast, lunch and tea and sometimes in between.

Yes. Dishwashers use fine streams of high pressure water and use less water than a running low pressure faucet does for full sink of dishes. They are designed to be efficient and quick from an energy/water usage standpoint now-a-days.
