I am about to hopefully receive an offer for a new job. I have had a cruise planned for 3 mos. between Aug 18-23rd. If I get the offer when do I tell my employers that I need that time off. Do you think they will be understanding? Should I offer to do overtime when telling them? Please help!!! Thank you!

You should have told them that in your interview. Like "I really want to work for *foo company* but I do have one prior obligation in August that was planned before this interview." You can still probably get away with it. Call the interviewer and ask if this is going to be a problem and mention again how much you want to work for *foo company*.

yes you should disclose this up front - most employers are understanding about previous engagement's as long as the person is up front with them. When the job is offered to you state that you would love to accept the offer but had forgotten to mention you had a previous engagement from (date to date) and you will need that time off, is that going ot be a problem. If they say no accept with glee and if they say yes - ask what you can do to work around the situation - don't ever take the first no answer as solid or definite - if they called to offer you the job they are interested so most want to lose you over a simple matter of a few days off.
