If you want to get technical corn is a grain.

I do not think there is any confusion about cornmeal.

Fresh/frozen corn can "count" as a vegetable or starchy vegetable... on some the the "diets" that currently "count"

Neither. Even though corn (maize) is often used as a vegetable in the culinary sense, it is technically a grain. So it would go to your daily allowance of grains, not vegetables. You could count it as a whole grain (even popcorn).
