There is a lot of confusion with the term "born again."
One of the problems is that in the NT, the word for 'born' can be translated in a couple of different ways, and have a couple of different meanings. It is by context that we have to rely to understand the meaning.
Jesus said we must be "born again" in order to enter into the Kingdom of God. Alternate translations render this phrase: "begotten again," "born/begotten from above."
People become Christians when the holy spirit enters into them. At this point one is considered BEGOTTEN of God -- that is, not yet BORN.
Jesus became the first-BORN son of God when he rose from the dead and entered into eternal life. Christians too can be BORN into the Kingdom of God at the return of Jesus Christ and the first resurrection from the dead.
If receiving the holy spirit made one BORN again, then the holy people of the OT, who had God's spirit, would have preceded Jesus as being BORN of God. Yet they didn't; Jesus is explicitly stated as being the first. Therefore, Christians (those that have God's spirit indwelling in them) are now only BEGOTTEN again.
So, I am "begotten again," because I have been baptized into the Church of God (into the name of God, into Christ and into the holy spirit) and received God's spirit, but not YET born again.
And the answer to your second question is, no; a person cannot be born or begotten again if they don't believe in God, since it is belief that God requires in order for someone to receive the holy spirit.

No you can not be born again if you do not be believe in God. to be born again you have to believe that Jesus lived, then died on the cross for you. You have to ask Him into your heart and you have to want to follow Him.

Yes I am born again. What that means is that the old me is dead and the new me in Christ is alive. You cannot be born again if you do not believe in God.

Yes I am. No someone cannot be born again if they have not recieved the faith to believe in Jesus Christ. To be born again is to be born of the spirit.

I am born again through Jesus Christ, son of God who dies on the cross to save us from our sins. You cannot be corn again if you don't believe in God.

yes. anyone can be born again if they don't believe in god. if anyone has eyes and ears and hears and sees, then of course they can be born again, to so many things...not just god.
