So, a dumb answer from a Christian inspires a dumb question from you? IF God is God then God can control everything. IF God cannot control everything then God is not God. So, the way you phrased the question ... means YES, God CAN control population growth.

The Bible states that God wants the world populated.
When God created Adam, there was nothing in that arrangment where death, having to die, was part of it.
Death ONLY came into 'being', so to speak, when Adam and Eve disobeyed. Rev. 2; 16,17
Before this they had the prospect of living without death...forever. Even their children.
And at the end of all our messing about, God's plan has not changed. Death is going to be done away with/
Rev. 21;4
So for those left on the earth, with no death, we will live on...and on.
Psalm 37; 11,29

So no population control.

For those though who had died prior to Armageddon, they will be resurrected back to the earth but will not reproduce.

(Mark 12:25) For when they rise from the dead, neither do men marry nor are women given in marriage, but are as angels in the heavens.

This does not mean they will 'become' angels, because they are flesh and blood on the earth. It means they will not marry. Just like angels in heaven do not marry.

You'll only get more stupid answers. I can see it now. "Anything that happens is the will of God, be it population growth or the deaths of thousands of Africans from AIDS."
