1. he may be standing in the middle of a solid concrete floor, but some mafia dude just buried him in it, so only 6 inches of his arm are above the concrete. As the last breath of life leaves his lungs, he drops the tomato, which plops quietly to the surface of the still-wet concrete, confusing all onlookers (why was he holding a tomato?)
2. he caught it on his foot.
3. it was a rubber tomato.
4. the concrete floor was located on a space station, and gravity was very very weak. he was able to go get a cup of tea, drink it, and come back to watch it settle gently to the floor.

He dropped from higher than 6ft. I heard the same riddle but with a glass in place of a tomato. Its quite old.
Another reason could be that the tomato was tomato pulp (tomato pulp cant break or bruise). You never said it was a whole tomato.
