You know, it's those forced Union breaks they are taking all the time. When they are on a break, they don't stop bad things from happening.
Plus, it's really hard to fire them (again Union Stuff) when they are really bad. You're just stuck with them.

What are YOUR thoughts and the feelings at YOUR emotional levels sending out? Therein lies your answer.
Every thought you think, and every feeling you have emits energy - as with absolutely ALL things in the Universe. Everything is energy. Your thoughts emit according to a set frequency set up by you.
You cannot see radio waves or satellite signals, but you know they exist and are very real. Same with anything your physical, mental, emotional and subconscious aspects create. What frequencies are you subtly communicating with?
Are your attentions focused on 'higher places'? Or not?
That part aside - Angels do not interfere with a human's need to experience certain things - some traumatic events included. Any individual has the Power to request from - and instruct - Angels. Unreliable requests, unreliable Faith...well, guess for yourself what the results will be.
By the way, we humans were the ones who 'bid on the contract', so to speak. We came with a specific intention to fulfill our own unique 'Terms of Reference'.
You, me, everyone of us (even the derelict in the alley) has Angels working with and for us. For our Highest Good - I might add.
Are Guardian Angels unreliable? Not on your life! What are you giving them to work with? That is the key question.

You have no idea how many times you've been saved from catastrophe by an angel. You never notice the cars that DON'T hit you.
When bad things do happen and it seems that our guardians have fallen down on the job, they usually haven't. Most of the truly wretched things that have happened in my life have taught me serious lessons, lessons I wouldn't have learned had someone just said, "Hey, here's the right way to live..."
A small catastrophe now may teach you a lesson that will help you avoid a bigger one later.
