Yes and no.
Some dogs present more of the "shepherd" side of themselves than others. If your particular dog seems fond of hanging around livestock or other flocks, or if his pedigree is bred down the lines with working in mind, then absolutely it is possible to train them. If they have an innate working instinct, it is good to put it to use.
However, your average German Shepherd is probably going to show little interest, unless he wants to eat whatever animal is presented to him. xD Again, you could probably train the dog to perform the task anyway, but you won't get the same quality of work out of a dog who doesn't enjoy what he is doing.
If you are in need of a dog to do this kind of flock protection, look for a German Shepherd with working bloodlines, or find another breed better suited to this task.

yes, some of them will but you should get one from a working line instead of a show line. Some shepherds would rather chase the livestock than protect it. I've had my livestock attacked by German shepherds before. Maybe you should look at other flock guardian breeds as well.

Yes, that is what they were originally designed for! Shepherds are working dogs (cattle dogs), and are very intelligent and easy to train, they needs lots to do to keep them busy!

Absolutely, this is what the breed was bred to do. That is why they are called Shepard's! They were bred as herding dogs to help Shepard's with their livestock.
