Disk Clean-up and Disk Defragmenter come with Windows, but other than freeing up insignificant amounts of hard drive space they really don't accomplish much in the way of speed.
Microsoft has a free online registry cleaner (also checks for viruses and spyware) that will clean out your registry and that may help (especially if you install and uninstall programs frequently). You can use it by going to the following URL in Internet Explorer: http://onecare.live.com/site/en-us/default.htm
Additionally, there are a lot of programs, utilities, and monitors that may be starting up with Windows and slowing things down. Go to your Start Menu, click run, and type in msconfig. You can use that to turn off start up programs.
Also, you can go to the Start menu, click programs, find the Startup folder in the programs list and remove and shortcuts in there for programs you don't need running all the time.
Sometimes it's just best to back up all your data. Wipe your hard drive and reinstall Windows from scratch. I know a lot of PC enthusiasts who reinstall Windows every 6 months to 1 year for best performance.

if you are having problems with speed it is more likely you have background processes running. Ctrl Alt Delete and click on Process. Then click on user name. It will show your process that you have running. Close anything that looks like you dont need it. Just don't close "explorer.exe". The rest that are next to your user name can be closed. If this doesn't help,
in your internet browser go to Tools > Options > Delete Cookies and Temp internet files.
Otherwise you may need to uninstall some programs off your computer. Does your computer make a grinding noise sometimes when you try to start something? That is called paging and you need to free up some virtual memory.
Defrag on Windows XP doesn't do anything, it will be a waste of your time. Anything prior to XP you can do that and it might help a bit.

Removing these will NOT speed up your mach, just gain disk space.
How many icons do you have in systray?
More than six is too many, these are next to the clock, they use processor speed slowing your mach down.
And all of the startup programs do not even show up their.
Start> Run> type msconfig click ok go to the Startup tab and the Services tab to see what’s running.
You can uncheck anything your sure you don’t need. A safer way to do this is download this free program

Hope this helps

There a couple of things you can do.
Go to start All Programs , Accessories, System Tools and use Disc Clean-up when the box opens put a check mark in the items you want to clean up.
If you haven't added a bunch of fancy tool bars to your browser window when you open your browser you select tools and Internet Options and when this box opens it will allow you to remove Internet stored files.

One of the simplest ways to clean up your PC is provided by Windows itself. Go to Start, Programs, Accessories, System Tools, Disk Cleanup, and select what you want to clean. These types of files are in the list to clean up. After that I would advise running Disk Defrag, which is in the same place, usually just underneath it in the menu. Good luck!

In addition to the above posts to run defrag and scan disk and take off unwanted programs, go into your start up directory and delete any shortcuts in there for any programs you don't need constantly running in the background.
The only things you need are windows and firewalls. You don't need programs like msn, yahoo, outlook etc. they call all be opened when you need them.
The more you have auto launching and running behind the screens the slower your pc.
