The most likely explanation is an umbilical hernia.
Is there a bulge there or is it just sore? Is it worse when you sneeze, cough, or strain? If so, it is probably a weakness in the abdominal wall (a hernia) and you may have something sticking out through the hole and making you sore.

There are different types of soreness. Ask yourself if it is an internal pain, or pain on the outside, like on the skin.
A sore naval can result in an infection [especially for people with pericings], or from picking at your belly button too much. Consider also a hernia, rash, open-sore, and/or bug-bite.
Also, parasitic worms and organisms can be living inside your body -under the skin, even- that may cause this discomfort, althought it is highly unlikely.
As far as liver and kidney problems, no, not likely. But when in doubt, always go to a doctor for a check up, because it is possible that there may be something seriously wrong.

you might have early signs of appendicitis the pain usually starts around the belly button region and continues to the lower stomach go se a doctor and find out or go to http://www.medicinenet.com/appendicitis/article.htm that should help you.
