The rooftops in Brooklyn used to be called "tar beach." Today, most go to Coney Island, Manhattan or Brighten Beach. In Manhattan, the Great Lawn at Central Park. In the Bronx, Orchard Beach.

Pier 54 and its surrounding grassy areas. As long as the sun is out, there will be several people sunbathing, so you won't need to worry about being the only one taking your clothes off. I've been there when it was overcast, and there were still people tanning.

Take the subway. When you get out, walk all the way west.
