We've been getting a rash of these kinds of questions lately, and technically they are in violation of the Community Guidelines. This is personal communication and solicitation.
My suggestion is that any English-language chat room is the place to start. Or join a Yahoo group and "chat" with email.
To have actual verbal exchange, you will need to talk to people who live near you. What about asking your English teacher to set up an English club?
