At birth a child is neutral. I believe that the enviroment that you grow up in greatly impacts your choices inclining you to lean more toward good or evil.

Man is inclined to evil but God has given people consciences and his grace restrains mankind from being given over to that inclination fully.

Romans 2:14 For when Gentiles, who do not have the law, by nature do what the law requires, they are a law to themselves, even though they do not have the law. 15 They show that the work of the law is written on their hearts, while their conscience also bears witness, and their conflicting thoughts accuse or even excuse them 16 on that day when, according to my gospel, God judges the secrets of men by Christ Jesus.

Inside of the heart lies evil. Look at the news the world and history. Violence and wars and fighting have been since the beginning of time. The bible says the heart of man is desperately wicked in Jeremiah 17:9 that is why we need to be forgiven and we need a savior in Jesus.

Define Good and Evil. Is good what the person was taught to be good? Or is it determined by what most of the world considers good? Someone can be taught that killing a certain type of person is a good thing and in that persons mind it is good, but to the rest of the world it is considered evil.

I think it is how the person is raised. When we were born we could go either way.

Man is basically good. His natural inclination is to do what is good.
This is proven by the observable fact that when he finds himself doing something that is harmful he seek to restrain himself and reduces his own abilities and awareness.
He basically punishes himself and eventually seeks to be punished or controlled by others when he can no longer restrain or take responsibility for himself.

We are selfish right from the start. Look at young children fighting over toys. We are also full of pride. Look all around - that's obvious. In the eyes of man those may be harmless traits. But in Gods eyes they are evil. So I guess it's your perspective. Who eye's do you want to please.

We were all born into sin and if we don't accept Jesus as our Savior and Lord, then we are lost forever and going to hell.
Without the redemption power of Jesus ,we are all evil.
Only God is good.
