Normally when they are making aluminum pots there are two ways, 1 they have a large block of aluminumm and they use a a tool that removes the center of the aluminum producing a hollow pot. or 2. they have a flat piece of aluminum and stamp the pot out using a mold. Either way aluminu has a shinny side and a non-shinny side. Usually the non shinny side is the inside of the container. So to answer your question if the pot was not shinny on the inside when you bought it you will not get it shinny.

If it was shinny and you decide to use a chemical to get it shinny again, remember that aluminum is very pores and can transfer cleaners that you use to food that you cook.

It would be my best advise for you not to use the pot at all. Aluminum has been a proven link to Altzimers disease in later life, and it's not worth a cheap pot to ruin your health. The 2nd answer is especially troubling; the acid in those foods would make the aluminum in the pan leach into the food.

If it has a dull finish that meens you probably cooked something in it high in acid like tomato sauce, if you did it will stay that way. Aluminum pots should only be used for boiling pasta, making soups and stocks, stuff like that. Using it for tomato's can actually give the sauce a funny taste so use steel or cast iron for your sauce.

Cook some tomatoes or rhubarb in it.
I can't remember which one but it will clear up any darkness in the pot.
