Well, if you have a weight set already, thats great. You should start out pretty lightly, you dont want to shock your body. But start out doing 6 sets of 10 pushups. The next day, you can do 6 sets of 12 pushups. then the day after that, start increasing the amount of sets, not too much, but a steady incline. And if you get to about 200 pushups a day, then just stop at that. Start doing some weights. Try doing a set of curls with a 25 in each arm. If thats too hard, go to 20. And if its too easy, to to 30 but dont go too big at first. Do 3 sets of 10 along with your pushups. Dont sacrifice form just to finish a set. basketball wont do much, and everybody said something about bicep curls which is great, but biceps only make up 1/3 of your upper arm. train your triceps as well to really see a difference. diamond pushups and dips are great to do if you do not have access to weights. adding size to the triceps is the fastest way to bigger arms,

basketball will help, but wont do too much. do bicep curls with weights. do about 3-4 sets of 10-12 reps. make sure that by your 10th rep you are really struggling to get your arm up. the last few reps is what really helps your muscle grow. goodluck

Lift lots of weights. Basketball will burn off any body fat and produces a more ripped look, its great excercise.
