Being Catholic is one of the requirements to be Pope,
Any baptized male Catholic can be elected Pope. Although the chances of a non-cardinal being elected is very small.
If the person elected is not yet a bishop, then he is ordained a bishop before accepting the office of the Papacy.

Being Pope is a job with very little formal requirements (two)
You have to be:
1) Male
2) Catholic
It is possible that the order is reverse.
AFAIK the cardinals in the conclave could vote for any catholic man but traditionally chose one of their own ranks.

Yes the Pope is a Catholic. For Catholics the Pope is the Head of the faith and God's representative here on earth. Supposedly anything concerning matters of faith or morals is infallible if he says something on it, for example the Pope declares Jesus to be the son of God, and also to be God, then the Pope is infallible on that, because it is a matter of faith for the church. infallible means that it is true and cannot be said to be something otherwise.
