Most New Yorkers don't say "the city". They say Manhattan or New York (because it is NY county too).

When people hear the term "The City of New York" the first thing that usually comes to mind is Manhattan event though the term refers to all 5 boroughs.

I generally don't refer to Manhattan as "the City". Coming from the Bronx I have always said "I am going downtown" or "I am going to midtown". Depending on where I am at the time whoever I say it to always knows what I mean.

Because Manhattan is the center of the city. It doesn't get more "city" than that. All the congestion, poor air quality, noise and mass confusion makes it the city.

It is the center and most important part of NYC, the most important city in the USA.

Compare number of actual residents to number of businesses. Then compare those numbers to the surrounding borroughs...you'll understand why.
