This kid has a classic case of SBS or spoiled brat syndrome. If this kid were truly a special ed kid he would in all likelyhood need to have some sort of supervision.I'd call the police and have him charged with public urination, public nudity, disorderly conduct and denying you the peaceful enjoyment of your home.I would call the police as often as necessary.Perhaps call Child Protective Services who may be interested to investigate why such an unruly boy is left for a month unsupervised, especially since he is a "special ed" child.Maybe the only justice you will get is the kid will trash his parents house and max out the credit cards.

As the mother of four kids and two are handicapped, I didn't enjoy what you wrote. But as a neighbor, I too would be angry. The kid isn't being cared for. The parents are responsible for his actions. You should call the department of social services. If the others are doing drugs, call the cops and turn it into the social services. Other than that, move. I rent myself and had a crack dealer move in next door six months later. I informed the police dept and two months later he got busted.

Report the behavior to the police when it is happening. Then there will be legal record of it, and, if you want, you can even report it anonymously. It is not good for other people in the neighborhood to have to put up with the behavior. And even special ed students can learn what is appropriate and what isn't. If he is responsible enough to be left alone with his parents' credit cards, he should be responsible enough to know how to behave outside of his house. If you think that this may be caused by neglect, find the number for the division of families.

If he truly is mentally challenged, he should NOT be left home alone. Call the cops and have them investigate.
As far as other kids in your neighborhood.... call the cops. Eventually they'll get tired of coming out there all the time and finally DO something. Public urination is a crime, drugs (obviously) is a crime, sex in public is a crime.... When you see it, just quietly sit in your front room and call the cops. Then sit back and watch them scurry as they see the patrol car come around the corner.
*edit - Good one Melinda! Yeah, DEFINITELY video tape them. Take video of all this happening on several different days/times. It'll be perfect evidence. Be sure and zoom in on their faces if you can and zoom in on the house numbers of any homes they enter.

Call the police next time. KEEP calling them. Take video of this kid and his antics. Make sure the video is time and date stamped.
I don't know how old this kid is, but if he is a minor as is implied, his parents may be in trouble for not better supervising him!
I would be videoing what is going on and calling the police!
Other than that, can you plant a tall fast growing hedge?

Start video taping it.After you have an hrs. worth make copies.Send one to the police, the other to child protective services9lt them know the parents are going to be gone for a month) and one to the local news media.Won't the parents be surprised. Also set up some hidden cameras around your home.

Call the cops. Sounds like the kid needs a reality check...and a good hard lesson on manners!

yeah, simply call the cops. They will teach him a lesson and the parents for leaving him unsupervised. Then the "wonderful" parents will have to come home from the Hamptons. Poor babies lol.

Got a video camera?
Use it.
With the evidence, either go to the cops, or post it on the internet.
Other things to try:
Turn the hose on him
Frame him for crimes
Send Jehova's witnesses to his house.
When he's sleeping, blast YOUR music, mow your lawn, be just as obnoxious as he is.

You can try talking with the kid and telling him you don't appreciate it, but really the best thing to do is call the cops.
