Really really this gave me my entertainment for the day.
When i was younger, i didn't realize what i was doing really only that i got "the good feeling" from doing pretty much the same thing. (keep in mind I'm a girl)
all i can say, is i never really thought about it like "humping the floor." please don't tell him to stop humping the floor that will embarrass the both of you. Just let him be.

Sounds like he was masturbating..... Its not as uncommon as you think, although he wasn't very discreet about it. Just let your brother know that masturbation is relatively normal, particulatly for boys going through puberty. If he hasn't given his son "the talk", now would be a good time.
