Yes, Sadly at this time all levels have to register in my state. Some states are passing legislation that will eliminate the duty to register for level one offenders. I think it is a waste of time and taxpayers' money to require a level one to register. It is also diluting the registry with people that pose no risk to the community.

In my state, Illinois, all sex offenders- regardless of their level have to register & abide by the regulations. I am not aware of the guidelines for other states.
