Well, it is not a golf phrase at all. The phrase was created in the military. Platoon leaders would tell soldiers to smoke cigarettes if they have them. Which tells soldiers that they are going to be going into a stressful and potentially deadly situation.

It's an old military phrase - the sergeant would allow the soldiers to take a break and have a cigarette.
