No dog can be completly indoor, but maybe a Shetland Sheepdog or an Engish Cocker Spaniel. Thats what I'd get if I had to get a small dog. Cockers are lovely. Another option is a cavalier king charles spaniel. I don't reccomend terriers as they are very fond of obsessivly barking and can be snappy.
There are loads of brilliant littles dogs and pups in rescue centers, your best bet is to get one from there. They will give you the perfect dog.
Good luck!

Yorkies and other terriers are generally good for this, but no dog is that easy. Terriers are indeed cute and small-to-medium, and are playful, but can be demons when it comes to things like energy, going on walks, and other pets. Many have hunting instincts and will attack small animals. They can be playful or they can be shy like the dickens [or aggressive, with that small-dog-big-personality complex], so check out the animal's disposition beforehand. If you aren't willing to walk a dog often or spend time maintaining it [baths and brushing, walks], I don't suggest a long-haired breed, especially Shelties. My dog is half sheltie half pomeranian and he needs constant exercise, lots of brushing and good maintanence. He has a lot of energy...and hates the mailman.

the BEST dog to have is a havanese/yorkie mix!! they are the cutest dogs in the world, and I've never seen an unfriendly one in my life. They are also really good with kids and don't shed a whole lot! they might be a little hard to find, but if you do, it will be the best dog you will ever have. (it's a small dog - only gets up to about 6 to 10 pounds)

You should definately get a cocker spaniel , they are cute, smart, and everything you could want in a dog. Depending on your price budget you could go to a breeder or try petfinder.com where there are thousands of puppys and dogs of all sizes, breeds, and personalitys waiting to be adopted for a small fee. Good Luck!

I think you should get a cockapoo they are very cute and fluffy but do not shead. The are pretty active but also calm down to, to be able to sit on your lap. Or there is a Pomarinian they are cute but very active so they might not want to cuddle. Good luck
