What would the person have to look like, act like for you as a hirer to feel threatened by them, extremely uncommunicative, etc.., or to simply not like the person?
want out as quick as possible when they come in for an interview? And makes them want to lie about a position being open or not, and be vague about who does the hiring and throw them off on how to contact them, and embarrass and humiliate in front of everyone else in the restaurant?

The manager's behavior is on him/her - nobody can MAKE them be rude and unprofessional.

As a former restaurant manager, the kind of person I wouldn't hire is someone who refused to look me in the eye, couldn't speak in full sentences, or whose body language showed me they were interested in the paycheck and not the job. There are other factors, but those are the ones that showed me instantly this person would not be an asset to the restaurant.

I wouldn't want to work for a place that was doing all that stuff you mentioned. Apply for a job somewhere else. I know that doesn't really answer your question, but I'm not sure why someone would do something like that.
