The new testament forbids divorce except for marital infidelity. It also says, however, to obey the laws of your land and to respect those in authority over you because God allowed them to rule. SO the divorce may be sinful, and any relationship taken up by either partner after the divorce may be sinful, but not paying child support is also sinful. You're both guilty, just like everyone else.

It sounds like you have issues with your ex and are looking for the bible to condemn him.

1 Cor 7:10-11

To the married I give this command (not I the Lord): A wife must not separate from her husband. 11 But if she does she must remain unmarried or else be reconciled to ger husband. And a husband must not divorce his wife.

This meaning, you shouldn't need to pay child support in the first place.

Simple or a piece of cake.

If you are a Christian, you will be honest, and therefore pay the other person who use to be your significant other what is right.

I don't think these issues were around in biblical times. They also sound like legal issues, and this country does have seperation of church and state.
