Hi Jessieblue,
Assuming these are the original parking fines.
Still think you need to verify if they are genuine, 2 years does seem a long time for them to reach you, unless you have changed your address several times or have you just bought the car and maybe these are for the previous owner and you have been traced through the DVLA records.
Also you mentioned a disabled badge, I put mine upside down one day and a friendly traffic warden told me about it and said that if it is not displayed in the correct manner ie facing right way and right way up and clock set correctly you are liable. Hope this is of help.
good luck.

Are you in the UK? If so, is what you have been sent the 'notice to owner'? They wouldn't have sent parking tickets through the post, just the notice that you haven't paid and you now owe more money. If that is the case I'm fairly certain they have to be sent within six months of the original ticket being issued. So anything older than six months is invalid.

However, I would definitely check this with them first, if you've moved and they've only traced you recently, this may change the situation. But maybe you never received the original ticket - you do have a case and don't let them bully you.
If this is not relevant, or you're not from the UK, I apologise - this answer will be of no help at all. Good luck!

Finally caught up with you I see. They are valid, there is no statute of limitations on parking fines. Pay them.

The fines are valid and must be paid, otherwise your registration or driver license can be suspended.

Yes, they are still valid. They won't go away. Pay them and move forward.
