This is very typical for how a staph infection presents itself. Time for a visit to the doc for some antibiotics.
He would not have an allergy this fast unless he has already had that ink in him in the past. People do get reactions from too much aftercare product, especially things that contain lanolin like A&D, but it still should be checked for staph.

the rash may be due to him being allergic to the cream or antibacterial soap he is using... If its only arround the tattoo then sounds like an allergic reaction.... if there is any oozing then its an infection... is the rash a series of very small white pimples... ... If so it could be that he has used too much cream when mosturising the tattoo...
But he should err on the side of caution and go to the studio where he had it done and ask them or go to the Doctor... Best to be safe than ill with infection

Tattoos irritate the skin. They should have told him to get a special anitbiotic ointment to keep the tattoo clean while it healed. The tattoo can remain red and irritated for a while, depending on how big it is, so I wouldn't panic just yet. But if it gets worse instead of better in the next couple of days, you may want to see a dermatologists

i had exactly the same thing happen on my leg after the redness and the swelling went down it turned into a yellow bruise and now it healed perfectly just tell him to leave it alone and it will be fine

im wondering if he was allergic to the pigment.. im thinking you should take him to the doctor and have it looked at.. and maybe even call the tattoo shop.
