You have to be outside of the USA while your application is being considered. It would be 4-6 months minimum before you could get in and could take much longer if the paperwork is not in order.

That will all depend on if you are legal or not. If you are legal then you will have to apply and it will probably take between 6 months and 2 years.
If you are illegal you wont get one.
