I would seriously speak to someone, as you say they are well past their issue date. Are they a hoax that someone is trying on?. Did you not have any stickers on your windscreen, read them carefully, are they your registration number, were they issued on a street that you regularly visit It might be a long shot but where were you on the dates and times they were issued, if you work theres is a good chance you were there.
Ring the local police and ask their advice.Good luck.

First of all, chill out. No one is going to demand you pay these so called parking fines.
Were you in the area on the dates stated?
Would you agree you were parked there illegally ?

If you have an up to date disability notice, and you leave it clearly displayed on your windscreen, and are not causing any obstruction, eg. outside a fire station, then you are in the clear.

You need to write them a firm, but polite, letter, explaining the circumstances, and your concerns over the amount of money you have to pay, as you can not afford it.

Ask them to please look into the matter, and reply within seven days.

Keep a duplicate copy of your letter for your own records.

Hope this will help, and please, don't worry. I know it is difficult, but keep a calm head and be polite, then all should work in your favour.
Good luck, and take care.

Call your local solicitor immediately. You need to have an advocate on your side.

Also consult the internet by looking under "parking appeal + hastings borough" and find out the procedure for appeal.

Here where I live, we are responsible for our own tickets, and we can use the reason you have given to get out of it. One year, they admitted that they sent all notices out late so they could collect the late fees, and it was legal.
