I've been asked to write a letter summarizing my skills for a position I have applied for. The request should address several topics and is intended to to lay out a foundation as to why I think I would be successful. The position is in the insurance field.
My question is what type of format I should use and how indepth should I go.

As to format, it sounds like a cover letter format will best fit the requirements, as what they are asking for should be covered in the best cover letters. You don't need to recount all the details from your resume, but you should summarize your complete history and experience with the field, and highlight specific items (skills, training, etc) that best show your potential, being sure to address all the issues they require.

For example,

Dear (name)

first paragraph - brief summary of your experience

second paragraph: Highlight skills, experience, credentials that make you suitable for the position.

third paragraph - Specific examples of real work experience that show your success in the field - i.e. numbers of sales, or commissions, handing a difficult customer, receiving a promotion, etc.

Final paragraph - Express how you would be able to apply our specific set of skills and talents at the specific company you are applying for - knowledge of the company particulars would be helpful here.

Sign off re-establishing your interest in the specific positon.

Try to keep it to one page, using only the most relevant examples of your professional experience that apply directly to the positon you are applying for.

Attach a copy of your complete resume if they don't already have it so they can see more specific information if they choose.
